One Fundamental U.S. Problem of addressing issues is that we lack a national vision and for that we need a President with vision which can be translated into a national Strategy. Our outgoing President scorned "vision" but that is fundamental to the problems we have endured in recent years.  Of the potential incomers "change" is not a vision but a platitude and "stay the course" is inadequate as well.

Activation of Strategy and Vision

No strategy is of great value unless it has an "Activation Concept". The perception of many unsophisticated people is that a strategy is a hazy something that is designed by a staff after one gets into power.  In effective truth  strategies or visions are laid out in steps; (1) there is the "promise vision" of what  an aspiring leader will do, (2) there is the "coordination vision and strategy" that is developed with the organization and there is the "crisis reaction and opportunity" vision and strategy.  The activation plan is covered in more detail below but  it is essential to understand that strategys and visions are not done by staffs but are the very essence of effective  leadership.  One of the more egregious failures of the Bush II  presidency was the lack of a vision for "crisis reaction and opportunity". This is not unusual for many leaders but it is a great evil for Presidential leadership.

A example of such a grand strategy is shown in an example below (which is only a notional partial draft at this time). Our President needs to address in a comprehensive manner the following subjects in the priority shown below:  It may be that the U.S. President  cannot dictate the strategy and vision for the nation but failing to have one is a criminal act. Selling it is a different matter.

International Security

As the defacto World Policeman we cannot avoid addressing the National Security Issue as an international issue with  important sub elements.

    U.S. National Security

Buy the Liberal Democrat's request for a Draft but make it National Service and fill up the health and education positions that currently go begging. Get kids off the streets with National Service and teach them a trade and a bit about their history as they perform their National Service. Let those who want, who are drafted into "National Service", go into the military as "volunteers"

International Security - Overcoming U N Deficiencies

1. Form a new "Defensive Pact against Terrorism", as authorized under the U.N. mandate. . Converse with those countries in the Terrorism Defensive Pact that have a wish to solve world problems. Include Turkey in the pact, forget about NATO. Require those in the new defensive pact to contribute their fair share to "Nation Building" after military actions are undertaken.A host of other countries have already indicated an interest in joining in a conflict against terrorism. What we are seeing is the "Decline and Fall of The United Nations" It will remain a necessary debating society but nothing more --and we are paying the big bills for an anachronism than cannot act.

Under the Terrorism Defensive Pact create a "Foreign Legion" backed by the technological might units of the U.S. -- Form and use these Foreign Legion Forces of the appropriate religion and race and form them up as we go, as we did in Afghanistan. Forget the problem of "Ugly Americans" who have to do the dirty work in Korea and other areas of the world. The new "foreign legion citizens" of the Terrorism Defensive Pact will be citizens of the world not "Ugly Americans". It is the international force that many wish without the inability of the U.N. attached

The Activation Concept

The National Political Strategy is formed in three compartments.  The first is the Promise Vision which basically consists of the fundamental concepts that fit with the current desires of the people at large.  The Second is the Coordination and Vision Strategy and the final is the Crisis and Opportunity Strategy.
